General members may apply for any position except for President, which can only be applied for by current officers. Interviews will be held for all qualified candidates, you will be notified for your availability. Officer Positions
Executive Officer Positions
The executive officer positions are elected positions and will be subject to an interview and chosen via an online electoral ballot. Those applying for executive officer positions must be present to the first SCSE GBM of spring quarter – April 15th at 6pm (location TBD) – and will be required to prepare and present a 5-minute speech to the general body at this meeting. The online ballot will be distributed following this GBM and voters will have 24 hours to submit their selections. The executive officer board will be selected and notified within one week of elections.

The remaining officer positions will be interviewed and appointed by the newly elected executive officer board.

Officer Duties and Responsibilities
Article I. Powers and Duties of the Executive Officers
Section 1.01 Subject to the limitations of these Bylaws and the regulations of the University of California, San Diego, the Officers shall exercise all powers. It shall be the function and duty of the Officers to direct and control the affairs of this Society; to maintain and keep current the Constitution; and to perform all administrative functions of this Society not otherwise delegated herein. In no way shall the descriptions of duties contained herein be considered exhaustive.
Section 1.02 President
The President shall be the chief governing Officer and shall preside at all meetings of this Society and of the Officers. The President must have at least one prior year experience serving as an SCSE elected officer, and must be a full-time student during his or her term. The position of the President involves working closely with the Vice Presidents in determining the overall direction of the Society. The President shall:
(a) Be responsible for organizing and coordinating the activities of the officer board and the Society in general.
(b) Act as a signing authority for the Society
(c) Appoint committees as necessary to further the ends of the Society
(d) Attend appropriate ASCE-SD and SEAOSD meetings
(e) Register the club with the Center for Student Involvement (CSI) each fall
Section 1.03 Vice President - Internal
The Vice President - Internal reports to the President and shall coordinate all membership and programming matters of the Society. The Vice President - Internal shall also:
(a) Organize programming events, including but not limited to General Body Meetings, panel discussions, tours, and other special events
(b) Find speakers for General Body Meetings
(c) Keep event forms to keep record of all Society events
(d) Event reports are to be written by the officer or society member who was a primary coordinator of that particular event.
(e) Write the annual report
(f) Organize the mentor-mentee program
(g) Register the club with Engineering Student Services (ESS)
Section 1.04 Vice President – Finance
The Vice President - Finance reports to the President and shall coordinate all the Society’s finances. He or she shall:
(a) Work closely with the Fundraising Coordinator and other officers to create an annual budget and ensure the Society reaches its fundraising goals
(b) Keep track of the incomes and expenditures of the Society, and manage all of the Society’s accounts
(c) Prepare periodic reports on the overall financial status of the society
(d) Attend ASCE and SEAOSD meetings as relevant to fundraising
Section 1.05 Vice President – External
The Vice President – External reports to the President and shall coordinate the Society’s auxiliary teams. He or she shall have the voting power at the Executive Committee meetings and shall:
(a) Oversee the progress of all auxiliary teams and communicate with the team’s Project Managers.
(b) Manages all matters concerning the project lab space
(c) Serve as the point of contact between SCSE and the hosting organization for each conference
(d) Oversee all logistics necessary for travel to each conference managed by the Vice President – External
Section 1.06 Vice President – Development
The Vice President - Development reports to the President. The VP - Development shall:
(a) Work with the President to plan, organize, and direct Structural Engineering (SE) Day
(b) Plan and coordinate programs with other professional societies or company representatives
(c) Attend YMF meeting and YMF/ASCE luncheons, as well as attend ASCE-SD and SEAOSD meetings when the President is unable to attend.
Article II. Duties of Additional Officers
Section 2.01 The Executive Officer-Elects, and any persons relevant to the position, will appoint officer positions listed hereafter. Persons holding these positions will have voting power within the general officer board but may be removed from their position by a unanimous vote of the Executive Officers.
Section 2.03 Outreach Director(s)
The Outreach Director(s) reports to the President, and shall oversee all outreach projects for the Society. He or she shall be primarily responsible for directing the Society’s role in the UCSD Seismic Outreach project. Two Members may hold this position if agreed upon and will thus become Co-Directors.
Section 2.04 Fundraising Coordinator(s)
The Fundraising Coordinator reports to the Vice President - Finance and is responsible for raising the funds necessary for general club operation, and all conferences expenditures. This Officer shall:
(a) Assist the Vice President – Finance in creating an annual budget
(b) Write an annual fundraising proposal
(c) Organize all fundraising activities of the Society and auxiliary teams
Section 2.05 Public Relations
Public Relations reports to the Executive Board. He or she shall:
(a) Keep track of attendance and minutes at all officer and general body meetings
(b) Update and distribute sign-in sheets to President, Vice President - Internal
(c) Serve as chair for Publicity Committee
(d) Reserve rooms for SCSE General Body Meetings
(e) Perform any other tasks necessary to promote the activities and purposes of the Society
(f) Serve as the Editor-in-Chief of the Society Newsletter
Section 2.08 Social Events and Community Service Chair
The Social Events Chair reports to the Vice President – Internal, and is responsible for planning and directing the social events and community service events of the Society. He or she shall:
(a) Procure supplies and materials for Society operations, including what is needed for general body meetings
(b) Work in conjunction with ASCE, SEAOSD and its respective sub organizations to plan joint events.
Section 2.09 Steel Bridge Project Manager(s)
The Steel Bridge Project Manager(s) reports to the Vice President - External. They are responsible for leading the Steel Bridge team for the purpose of designing and fabricating a steel bridge for competition, per competition rules that year. Two Members may hold this position if agreed upon and will thus become Co-Project Managers. In addition, the Steel Bridge Project Manager(s) shall:
(a) Structure the Steel Bridge Team such that discontinuity from year to year is minimized
(b) Gather all necessary materials and assistance as needed to build a steel bridge for competition
(c) File a report after conference detailing the performance of the team and suggestions for the following year to be submitted to the Society and ESS
Section 2.10 Concrete Canoe Project Manager(s)
The Concrete Canoe Project Manager(s) reports to the Vice President - External. They are responsible for leading the Concrete Canoe team for the purpose of designing and fabricating a concrete canoe for the PSWRC (and if applicable NCCC) competition(s), per ASCE NCCC rules that year. Two Members may hold this position if agreed upon and will thus become Co-Project Managers. In addition, the Concrete Canoe Project Manager(s) shall:
(a) Structure the Concrete Canoe Team such that discontinuity from year to year is minimized
(b) Gather all necessary materials, participants, and assistance
(c) File a final report after competition to be submitted to the Society and ESS
Section 2.11 Seismic Design Project Manager(s)
The Seismic Design Project Manager(s) reports to the Vice President - External. They are responsible for leading Seismic Design team for the purpose of designing and fabricating a Balsa Wood Skyscraper structure for the EERI, per EERI rules that year. Two Members may hold this position if agreed upon and will thus become Co-Project Managers. In addition, the Seismic Design Project Manager(s) shall:
(a) Structure the Seismic Design Team such that discontinuity from year to year is minimized
(b) Gather all necessary materials, participants, and assistance
(c) File a final report after competition to be submitted to the Society
Section 2.12 Conference Coordinator
In the event that the Chapter will host a regional, national or international conference or competition, such as the Pacific Southwest Regional Conference, a Conference Director shall be appointed by a quorum of the officers and confirmed by the general membership no later than the first general body meeting after the appointment is made. If the appointment is declined or not approved, it is the responsibility of the Executive Committee to organize the conference under the direction of the President. The Conference Director reports to the Vice President – External and Executive Committee.
(a) Oversee all logistics necessary for travel to each conference managed by the Vice President – External
(b) Chair a Special Conference Committee
(c) Plan and organize all aspects relating to the conference
(d) Appoint special committee chairs and members to be confirmed by a quorum of Officers

In the event that the Chapter will host a regional, national or international conference or competition, such as the Pacific Southwest Regional Conference, a Conference Director shall be appointed by a quorum of the officers and confirmed by the general membership no later than the first general body meeting after the appointment is made. The Conference Director reports to the Vice President – External and Executive Committee.

The graphic designer reports to the Vice President – Internal and is responsible for the design and development of any and all graphic art that is designed to represent the society. The graphic designer shall:
(a) Create professional quality logos, graphics, and other visual presentations that are to be used by and for the society.
(b) Develop visual materials for all competitive teams – steel bridge, seismic design, concrete canoe
(c) The artwork prepared by the graphic designer shall only be used upon approval of the Vice President – Internal and the President
